主讲人介绍/ The Speaker：

Barbara Stallings is Senior Fellow at the Watson Institute for International and Public Affairs at Brown University and Distinguished Visiting Professor at the Schwarzman Scholars Program at Tsinghua University. Previously she was Director of the Economic Development Division at the UN Economic Commission for Latin America and the Caribbean (Chile). She holds PhDs in Economics (Cambridge University) and in Political Science (Stanford University) and works on the political economy of development in East Asia and Latin America. She has authored or edited 17 books and dozens of articles. Her most recent book is Dependency in the 21st Century? The Political Economy of China-Latin American Relations (Cambridge University Press, 2020).

讲座内容/ Abstract:

China’s relations with Latin America took a new turn during the pandemic. Large-scale loans ended although other kinds of financial flows continued at a lower level. In addition, some new trends emerged, such as assistance in the health area and a greater sectoral and country diversity of investments. At the same time, Latin American governments have had to contend with increasing tensions between China and the United States, which makes their path more difficult. Two questions are of particular interest: what will be the characteristics of post-pandemic relations and how do Latin America’s experiences compare with those from other developing regions, especially Sub-Saharan Africa?
